The monthly review before payroll is a control point, not a file that should simply move on. If a clock recorded an entry without exit, an unusual shift, or an uncategorized absence, automation should show the manager what is missing before hours become payroll.
Design an exception list by employee and manager: missing entry or exit, hours beyond a defined rule, conflict with leave, and change after approval. Every exception has an owner, due date, and allowed action. Only after all exceptions are resolved or approved should payroll receive a data package.
Do not measure success by how quickly the report arrives. Measure how many fewer corrections arrive after payroll closes. Retain both the reviewed report version and actions performed after it.
