The important connection is not simply “create shipment.” It is ensuring that every order moving to delivery creates one shipment, receives a tracking number, and updates the customer from real status. If a create button is pressed twice, the order should not receive two labels and two charges.
Create a transition gate: an order may be sent to HFD only if address, phone, items, weight, and service method pass the business rules. Retain the response with the order ID so staff can see whether a shipment was created, its tracking number, and what to correct after a rejection.
Statuses should update customers only when they have service meaning. “Accepted by carrier” and “delivered” are different events. Between them there can be delays or exceptions that require a staff task rather than an overly confident automatic message.
