Indexation starts with an exact contract rule, not with downloading a number once a month. The business must know the agreed index, base value, relevant publication month, permitted billing date, and rounding rule. Changing the base value of a live contract is a historical change, not a data refresh.
For every contract, store the index clause, CBS series identifier, base value and date, retrieved value, publication date, pre- and post-indexation amount, and a source record. Generate a charge or credit only after an exception check. That gives finance a way to explain a billed amount months later.
The workflow must handle a not-yet-published index. It should never guess or silently take a value from an unofficial site. Mark the billing as pending or use the rule already agreed in the contract. Confirm interpretation of the clause with the business's legal or finance adviser.
