Withholding-Tax Certificates: Checking a Supplier Before You Pay

A withholding-tax certificate is not just another supplier-table column. It influences a payment decision, so it must be current, associated with the correct supplier, and recorded at the time the payment decision is made. The Israel Tax Authority provides information services for withholding-tax and record-keeping approvals, including System 1000 for eligible organizations.

Instead of asking an employee to download a document once a year and place it in a folder, build a control step before payment approval. The control should not make a tax decision on its own. It should retrieve or present the permitted official information, attach it to the supplier, and route an exception to finance for approval.

Design the control workflow

Start from a business-approved payment request. Before a payment instruction is created, the system checks the supplier identifier, retrieves or presents information through the authorized route, and records the check time and result. If the supplier name, identifier, or defined status does not match, the payment does not continue automatically.

Keep this control separate from bank-account data. That allows withholding checks, bank validation, and management approval to be handled as distinct controls with one joined audit trail.
